Technical Specifications

To specify the actions required to prepare, approve, publish and update a Technical Specification (CLC/TS).

1 PROCESS

1.1 The Technical Board (BT) or the technical body (TB) decides to develop a CLC/TS. After BT approval, the CLC/TS is included as a work item in the work programme and a reference number is allocated.

1.2 The Technical Body drafts the CLC/TS in one of the CENELEC official languages and in accordance with CEN-CENELEC Internal Regulations - Part 3.

1.3 The TB Secretary submits the final draft CLC/TS (CLC/FprTS) in the relevant reference language version via the Submission Interface to CCMC for processing in two electronic formats, an agreed revisable WORD file and a non-revisable PDF file together with separate figure files, if any.

1.4 CCMC checks that all the documentation and electronic files have been supplied and that the deliverable corresponds to the database records.

1.5 CCMC edits the document and sends the electronic documents via E-Trans to the relevant National Committees (NCs) in order to trigger the translation procedure of the remaining 2 official CENELEC language versions..

1.6 The relevant NCs prepare the translations and return them via E-trans to CCMC within the specified timescales (normally 8 weeks).
In the case of unavailable translations, the relevant NCs will supply at least the translations of the title.

 On receipt of the translations or immediately after the expiry of the time period, CCMC dispatches the CLC/FprTS in the available official  language versions to the CENELEC National Committees, the Partner Organizations, the Affiliates, the EC and EFTA Secretariat, the TB Chair and Secretary. This is done via the Electronic voting platform on a weekly basis.

Late incoming translations to CCMC are circulated one week after they are delivered to CCMC.

1.8 The CENELEC  National Committees submit their vote and their comments, prepared using the Commenting Form on the CENELEC electronic voting system within the prescribed 12-week period. The CENELEC National Committees are required to cast unconditional votes and to justify any abstention or negative vote.

The Electronic voting system automatically closes the vote once the deadline is reached. One working day after the deadline of the Formal Vote, CCMC checks the voting results and make them available via FTP-server to the CENELEC National Committees, the Partner Organizations, the Affiliates, the EC and EFTA Secretariat, the TB Chair and Secretary.

1.9 If the CLC/FprTS is approved, CCMC (in consultation with the TB Secretary) incorporates the editorial changes in the reference language version. The finalized text is sent by CCMC to the TB Secretary for a 3-week proofing period.


CCMC is responsible for finalizing the publication of all CLC/TS deliverables.

If, during the voting period, comments are received that request an alteration of the technical content of the CLC/FprTS, CCMC will not take these into account. CCMC will only implement purely editorial comments. No technical changes shall be made to the text following a positive approval procedure. The TB shall take into account any technical comments in a future revision of the text.

Exactly 5 weeks after a positive voting result has been circulated, the text is considered ratified (dor = date of ratification).

If the CLC/FprTS is not approved, the TB decides by simple majority on one of the following options:

  • To redraft the CLC/FprTS (go back to 1.2), and informs CCMC (dataservice@cencenelec.eu);
  • to process it as an alternative deliverable, and informs CCMC (dataservice@cencenelec.eu);
  • to stop the work, and informs CCMC (dataservice@cencenelec.eu).

1.10 CCMC sends the finalized and approved reference language version (without official title pages) via E-trans to AFNOR, BSI and DKE for translation, as appropriate.

1.11 The relevant NCs prepare the translations and return them via E-Trans to CCMC within the specified timescales (normally 4 weeks).
In the case of unavailable translations, the relevant NCs will supply at least the translations of the title.

1.12 On receipt of the translations or immediately after expiry of the time period, CCMC dispatches the CLC/TS in the available language versions to the CENELEC National Committees, the Partner Organizations, the Affiliates, the EC and EFTA Secretariat, the TB Chair and Secretary. This is done via the FTP-server on a weekly basis.

Late incoming translations to CCMC are circulated one week after they are delivered to CCMC.

CENELEC National Committees announce the existence of the CLC/TS in the same way as for the EN and make the CLC/TS available.

1.14 
The CLC/TS is not amended but replaced by a new edition with the same number and new date of edition.
Corrigenda are possible.

1.15 The Technical Specification shall be reviewed at least every three years.

When a text is delivered to CCMC for the relevant stage it is allocated to a CCMC Editor for handling in line with the CEN-CENELEC Translation Procedure.  The name and contact details are available in the work item details on Projex Online.
