Proposal for new work

This page specifies the actions required to receive, log, evaluate and decide on proposals for new standards projects and to communicate the decisions taken.

1 INTRODUCTION

1.1  Proposals for new work may originate from:

  • a CENELEC Member;
  • a CENELEC technical body (i.e. CLC/TC, CLC/SC or CLC/BTTF);
  • a CEN-CENELEC Joint Technical Committee (CEN-CLC/JTC)
  • the EC or EFTA Secretariat;
  • an international organization;
  • a European trade, professional, technical or scientific organization.

1.2 Proposals for new work are introduced as follows:

For new work not falling within the scope of an existing Technical Body (TB): 'New activity field proposal' form shall be used and submitted to CCMC;

For new work falling within the scope of an existing CENELEC Technical Body: 'New Work Item proposal' form shall be used and submitted to the responsible TB.

NOTE: For CEN-CLC/JTC the form of the leading organization should be used. The process is covered in Development process in CEN-CENELEC Joint Technical Committees.

2 PROCESS

2.1 New work not falling within the scope of an existing CENELEC Technical Body

The originator sends a 'New activity field proposal' form to CCMC (bt@cencenelec.eu).

CCMC registers the proposal and circulates the 'New activity field proposal' form to the Technical Board (BT) with a proposal for decision for a 3-month voting period. This could lead to the creation of a new Technical Body.

In case of the creation of a new CLC/TC or CLC/BTTF, Permanent Delegates are requested to state explicitly whether they are committed to participate in the work, since at least 5 Members are expected to participate in order to have the new TC or BTTF approved.

2.2 New work falling within the scope of an existing CENELEC Technical Body 

2.2.1 Preliminary Work Item (PWI)

The TB identifies the project(s) by deciding on at least a title and a rough scope with the intention to start the work within the following 3 years.

The PWI falls under the TB secretariat responsibility and shall be subject to regular review by the TB. Standstill does not apply, therefore the PWI principle is to be considered merely as a "register of things to do".

The TB Secretary fills all relevant fields in the NWI online form and, once done, submits the form via the system. The responsible CCMC Programme Manager (PM) is notified of the creation of a PWI. The CCMC PM checks the correctness of the information and validates the request. Upon validation by the CCMC Project Manager, the PWI is registered in the CENELEC Database.

The PWI is included in the Technical Body report to the Technical Board.

The Technical Body shall activate the PWI within 3 years.

The Technical Body is alerted after 2,5 years following the start of the PWI stage, that the PWI shall be activated. Its deadline for activation is also visible on the TB Dashboard. If the PWI is not activated in due time, it will be deleted by CCMC.

When the Technical Body wishes to start working on a project at PWI stage, the online form for activation of a PWI available from the Technical Body Dashboard should be used (forms for registered PWIs under the Technical Body are available from the TB Dashboard) and the procedure for a New Work Item proposal is activated, which, upon acceptance of the PWI as NWI, induces standstill.

2.2.2 New Work Item proposal

When a proposal falls within the scope of a CENELEC Technical Body and when the TB wishes to start the work, the Technical Body Secretary fills all relevant fields in the NWI online form accessible from the Technical Body Dashboard and, once done, submits the form via the system.

For CENELEC homegrown standards only, due attention should be paid to the planning of the target dates in the section ‘Project Management’ of the New Work Item form, in follow up of the principles of the Flexible standards development process, i.e.: 

  • Project start date (stage code 10.99) – The date when the project becomes “Active”. When filling the Online Form, this date should be at least 11 weeks after the date of submission of the form to CCMC for validation (CCMC process + vote duration).
  • 1st WD (stage code 20.60) - The target date for providing CCMC with a first working draft shall be indicated along with the corresponding duration  expressed in number of weeks from the activation of the NWI. This date corresponds to the half of the time planned to dispatch the enquiry draft.
  • ENQ (stage code 30.99) - The target date for providing CCMC with the draft for Enquiry shall be indicated along with the corresponding duration  expressed in number of weeks. 
  • FV (stage code 45.99) - The target date for providing CCMC with the final draft for Formal vote shall be indicated along with the corresponding duration  expressed in number of weeks.

For CENELEC TS and TR, the Technical Bodies can decide on the planning of the two target dates in the section ‘Project Management’ of the New Work Item form, i.e.: 

  • Project start date (stage code 10.99) – The date when the project becomes “Active”. When filling the Online Form, this date should be at least 11 weeks after the date of submission of the form to CCMC for validation (CCMC process + vote duration).
  • 1st WD (stage code 20.60) - The target date for providing CCMC with a first working draft can be indicated along with the corresponding duration expressed in number of weeks. If not planned, this date is provided by default by the system based on the date planned for 30.99. However, the dispatch of WD is not mandatory.
  • Vote (stage code 30.99) - The target date for providing CCMC with the draft for Vote shall be indicated along with the corresponding duration expressed in number of weeks. If not indicated, it will be set by default to 52 weeks (which is the recommended timeframe by BT).

The responsible CCMC Project Manager is notified of the request for creation of a NWI. The CCMC PM checks the correctness of the information within one week (except for exceptional situation) and validates the request.

In case of CCMC comments, the TB Secretary is requested to consider them and modify accordingly the information before resubmitting the online form.

If the form is correct, the CCMC PM validates the request via the system, the work item is registered in the CCMC database and the ballot is automatically created in eVoting.

When approved, the New Work Item is included in the TB programme of work.

Weighted vote will apply for the approval of NWIs intended to become EN, TS and HD, while TRs will be approved via simple majority (in line with corresponding voting criteria at Enquiry and/or (Formal) Vote in Clause 6 of IR2).

NOTE: The Frankfurt Agreement recommends that all new work be offered to IEC. If NWI is not to be offered justification is to be given.
