This page specifies the actions required to receive, log, evaluate and decide on proposals for new standards projects and to communicate the decisions taken.
For new work not falling within the scope of an existing Technical Body (TB): 'New activity field proposal' form shall be used and submitted to CCMC;
For new work falling within the scope of an existing CENELEC Technical Body (or CEN-CLC/JTC): 'New Work Item proposal' form shall be used and submitted to the concerned TB (or CEN-CLC/JTC).
NOTE: For CEN-CLC/JTC the form of the leading organization should be used (see Development process in CEN-CENELEC Joint Technical Committees).
2.1.1 The originator sends a 'New activity field proposal' form to CCMC (bt@cencenelec.eu).
2.1.2 CCMC registers the proposal and circulates the 'New activity field proposal' form to the Technical Board (BT) with a proposal for decision. This could lead to the creation of a new Technical Body.
2.2.1.1 The TB identifies the project(s) by deciding on at least a title and a rough scope with the intention to start the work within the following 3 years. The decision to register a Preliminary Work Item (PWI) is taken by consensus either at a TB meeting or by correspondence.
The PWI falls under the TB secretariat responsibility and shall be subject to regular review by the TB. Standstill does not apply, therefore the PWI principle is to be considered merely as a "register of things to do".
2.2.1.2 The Technical Body notifies the appropriate CCMC Programme Manager of the creation of a PWI. CCMC registers the PWI with the status “proposed” in the CENELEC Database.
The PWI is included in the Technical Body Report to the Technical Board.
2.2.1.3 The Technical Body shall activate the PWI within 3 years.
The Technical Body is alerted after 2,5 years following the start of the PWI stage, that the PWI shall be activated. If the PWI is not activated in due time, it will be deleted by CCMC.
When the Technical Body wishes to start work on a project at PWI stage, the usual procedure for a New Work Item proposal to BT is activated, which, upon acceptance of the PWI as NWI, induces standstill.
2.2.2.1 When a proposal falls within the scope of a CENELEC Technical Body and when the TB wishes to start the work, a New Work Item form shall be filled in and, after approval of the relevant TB, shall be sent to CCMC (dataservice@cencenelec.eu).
In light of the principles of the Flexible standards development process, for CENELEC homegrown standards only, due attention should be paid to the planning of the three target dates in the section ‘Project Management’ of the New Work Item form, i.e.:
Operational criteria for the determination of the duration of these stages are to be carefully applied as in the guidance document of the Flexible Process.
2.2.2.2 CCMC circulates the NWI request to BT for approval.
2.2.2.3 When approved by BT, the new work item is included in the TB programme of work.
CCMC is responsible for creating and updating the corresponding entry for the new work item in the CENELEC database (including target dates and durations of the three above milestones for CENELEC homegrown WIs under flexible process).
Once the NWI is approved the TC prepares the draft text for Enquiry.
If the work programme and requested NWI proposal are clearly identified in the standardization request, they shall be accepted together with the standardization request by BT.
In order to allow that, Technical Bodies need to discuss and agree on the relevant NWI proposals during the development of the standardization request (in the frame of the ad-hoc group for this standardization request). The NWI proposals will be submitted to BT for decision together with the final draft of the standardization request. If the NWI proposals are not accepted together with the standardization request, they shall be approved by BT following the process described in 2.2.
NOTE: The Frankfurt Agreement recommends that all new work be offered to IEC. If NWI is not to be offered justification is to be given.
