Reporting Secretariats (SR) exist to provide information to the CENELEC Technical Board on any work of IEC Technical Committees and Subcommittees which could be of interest to CENELEC, for example in connection with consultations with the European Commission or the EFTA Secretariat concerning appropriate mandates for European standardization. When the Technical Board wishes to examine a technical problem or to investigate a situation in an area not already covered by a Technical Committee, the CEN-CENELEC Management Centre may initially call upon the Reporting Secretariat concerned to provide what information is available.
The Technical Board
3.1 Review of deliverables within their remit according to clause 11.2.7 of the CEN/CENELEC Internal Regulation-Part 2
3.2 Preparation, if relevant, of an Annex ZZ included in the European standard by involving European experts participating in the international work
3.3 Publication proofing on requests of the CEN-CENELEC Management Centre.
3.4 Proofing of the Annexes ZA, with dated normative references, as prepared by CCMC.
A CLC/SR is not a decision making body
One CENELEC Member is responsible for the Reporting Secretariat. All members and relevant partners can contribute to the work of an SR.
The Reporting Secretariat is allocated to a CENELEC Member by the Technical Board
A Reporting Secretariat shall carry out tasks remitted to it in accordance with instructions from the Technical Board.
The main tasks of a Reporting Secretariat are :
- The identification can be carried out with the help of the national mirror committee.
- The expert Management System can also be used to help identifying those experts.
- The BT can make a call for participation.
By Technical Board Decision
A Reporting Secretariat (SR) is not a decision making body. There should be no active homegrown work programme in an SR at European level. The main task is to mirror the activities of the related IEC TC. A CLC/TC has an active work programme with Working Groups (WG) implementing it.
The member holding the secretariat is on the CENELEC website - Lists of Technical Bodies. The responsible officer can be found on Projex-online.
For communication, depending on the use case, you can use the Collaboration platform, Committee Internal Voting (CIV) or BT channel via your NC Permanent Delegate.
Even if, in principle, there should be no active homegrown work programme in an SR, the SR may have the responsibility to review existing homegrown standards.
It is recommended to use the CIV platform to ask whether the standard should be withdrawn, confirmed or revised.
In case of a revision, a BTTF or converting the SR into a TC is possible.
The outcome of the review has to be confirmed by BT.
The SR with the European experts at IEC level and/or its national mirror committee is responsible for identifying that an EN should be replaced by a new IEC standard. In cases where an EN is to be replaced, a proposal is to be submitted to BT for approval.
Comments will be addressed in IEC. However, the CLC/SR may be requested to resolve any specifically European comment received at the Enquiry and Final Vote stages. These Comments may lead to a need for developing a Common Modification at CENELEC level or to the exemption from parallel procedure.
The SR can identify the need for common modifications through the voting results. When the CENELEC voting results differ from the IEC results, this may lead to a need for developing a Common Modification at CENELEC level or to an exemption from parallel procedure.
