Body, established within a Technical Committee (TC), with Technical Board approval, having responsibility for a large programme of work in which:
Its parent TC
3.1 Prepares and progresses standards, operating in the same way as the parent TC.
3.2 Remains technically responsible should questions of amendment and interpretation arise on those standards it has produced.
3.3 Provides technical input to its parent TC concerning the activation and/or revision of WIs
3.4 The parental TC remains responsible for the decisions on the creation and activation of WIs, activation of WIs and on the submission of a final draft to Formal Vote.
Voting rights are restricted to CENELEC National Committees.
Observers:
6.1 The Chair is appointed by the parent CLC/TC on the nomination of the CLC/SC secretariat for a period not exceeding six years. Successive extensions of not more than three years are possible (for more details see Guidance - Appointment of CLC/TC and SC Chair)
6.3 The secretariat is appointed by the parent TC and the Secretary is appointed by the CENELEC National Committee holding the secretariat.

TCs (as well as its Working Groups) shall use the Collaboration Tool.
(Remote) Meetings
In meetings, CENELEC National Committees are represented by a number of delegates, normally not exceeding three, one of whom could act as head of delegation. Other bodies may delegate observers to meetings.
An SC can create Working Groups, Ad Hoc Groups, Chair's Advisory Group (CAG).
