Technical Committees (TC) are established by the Technical Board (BT), with precise titles and scopes, to prepare CENELEC deliverables.
Work between CEN and CENELEC is carried out by Joint Technical Committees.
The Technical Board after each meeting
3.1 Establishes and agrees on its programme of work with precise title and scope of each project in accordance with its agreed business plan.
3.2 Follows up and ensures the achievement/delivery of the work programme and in accordance with the CENELEC strategic aim to develop standards "in production times needed by the market".
3.3 Takes into account any ISO/IEC work coming within its scope, together with such data as may be supplied by members and by other relevant international organizations, and work on related subjects in any other technical body.
3.4 Establishes, when necessary, an Editing Committee, Working Groups, Ad Hoc Groups, Chair's Advisory Group (CAG).
3.5 Remains formally responsible should questions of amendment and interpretation arise pending the next periodic review of those standards it has produced.
3.6 Supplies drafts for processing at the different stages (CENELEC Enquiry, Formal Vote (when applicable) and publication).
3.7 Reviews all ENs within its responsibility at least every 5 years. In addition, reviews other deliverables in accordance with the Internal Regulations Part 2.
Voting rights are restricted to CENELEC National Committees.

6.1 The Chair is appointed by the Technical Board on the nomination of the secretariat for a period not exceeding six years. Successive extensions of not more than three years are possible (for more details see Guidance - Appointment of CLC/TC and SC Chair)
6.2 The secretariat is appointed by the Technical Board.
TCs (as well as its Working Groups) shall use the Collaboration Tool.
In meetings, CENELEC National Committees are represented by a number of delegates, normally not exceeding three, one of whom could act as head of delegation. Other bodies may delegate observers to meetings.
NOTE: Delegates shall not be obliged to pay a fee as a condition of their participation in meetings of CENELEC technical bodies and their working groups.
There is no obligation on a host to provide social functions during such meetings but if a committee requests a host to organize social functions, the host shall have the right to require that the costs of holding such functions be borne by the delegates participating therein.
All CENELEC technical body meetings (i.e. TC, SC, BTTF, BTWG and their subgroups such as WG) are to be held on the European territory covered by the CENELEC membership.
Prior to planning any meeting outside the CEN-CENELEC Meeting Centre in Brussels, approval is to be sought from the relevant National Committee, which is solely empowered to invite such a meeting to their country.
